Staterra Expands its Advisory Team in Saudi Arabia
Regulations are tightening. RCER-2025 has raised the bar on emissions, water discharge, and site lifecycle management. ESG disclosure is no longer optional – it’s a commercial reality for any company seeking financing, investor confidence, or a licence to operate in the Kingdom.
And the projects being delivered here, giga-projects, industrial expansions, power plants, airports, demand more than compliance sign-off. They demand strategic thinking from day one.
That’s why we’ve grown our team. Not with generalists, but with specialists who know Saudi Arabia, know the science, and know how to translate both into decisions that protect your project.
We’re proud to welcome Mariam Jama and Mostafa Atef to Staterra.

Meet Mariam Jama
Sustainability Consultant, ESG & Net Zero Strategy
Mariam joins with a rare combination of technical depth and strategic capability. Her foundation is a BSc in Applied Engineering Physics with a specialisation in solar energy from the American University in Cairo, built upon by an MSc in Environmental Sustainability from the University of Edinburgh – with a focus on net-zero policy, carbon markets, energy transition strategy, and AI-enabled climate performance monitoring.
She’s not just academically equipped. Mariam spent time with the United Nations Development Programme (UNDP) in Copenhagen managing end-to-end renewable energy projects, hybrid solar installations from 50kW to 750kW, and delivering techno-economic assessments that achieved a 20% average reduction in CO₂ emissions across multiple client installations. She’s designed Scope 1-3 emissions inventories aligned with the GHG Protocol, built net-zero roadmaps, and delivered executive-level decarbonisation strategies to senior leadership teams.
Based in Al Khobar, Mariam is well-placed to support clients across the Eastern Province and beyond, exactly where Saudi Arabia’s energy transition and ESG expectations are converging fastest. She holds membership with the Institute of Sustainability and Environmental Professionals (ISEP) and is pursuing her Chartered Environmentalist (CEnv) status.

Meet Mostafa Atef
Environmental Consultant, Air Quality & Noise
Mostafa brings 20 years of hands-on experience in air quality assessment, noise modeling, and environmental management systems. He’s accredited by the EEAA and has delivered environmental studies across airports, power plants, mining complexes, and industrial facilities throughout Saudi Arabia, Egypt, Kuwait, and Qatar.
His Saudi project portfolio speaks for itself. In 2024 and 2025 alone, he delivered air quality and noise assessments for King Khalid International Airport, King Abdulaziz International Airport, the Qurayyah and Ghozlan power plant expansions, stadiums across Riyadh and Dammam, and mining complexes for ESNAD in Riyadh, alongside wastewater treatment work at Diriyah. He works with NCEC systems and standards daily, and has directly supported NCEC-led environmental compliance programmes across the Kingdom.
Mostafa operates advanced environmental monitoring systems from Envirosuite, Brüel & Kjær, and Thermo-Fisher, and has deepened his capabilities in recent years with training in MIKE 21 hydrodynamic modelling, GIS, and data analytics. He’s a specialist who is already embedded in the Saudi environmental landscape – with the credentials and project history to prove it.
What changes when your advisors are already in the room
Staterra started as a local environmental consultancy. We’ve grown into something different, a firm that combines regulatory mastery with strategic advisory, where the goal isn’t just a compliant document, but a decision-making advantage for your project.
Mostafa and Mariam represent exactly that. Deep technical expertise. Local presence. The ability to advise, not just execute.
If your project involves air quality permitting, NCEC compliance, ESG strategy, or decarbonisation planning, get in touch. Our team is ready.
